What Are the Federal and California Regulations for Nursing Homes?

There are federal regulations that apply specifically to skilled nursing facilities. They come from the Omnibus Reconciliation Act (OBRA), and the original law was passed in 1987. These regulations are codified at 42 CFR 483. They provide comprehensive standards for skilled nursing facilities regarding procedures, staffing, services provided, and the rights of patients.
There are no federal regulations that apply to assisted living facilities or memory care facilities, but there are state regulations in California.
State regulations for skilled nursing facilities and assisted living facilities are found in Title 22. They specify the plans these facilities must have, how those plans must be carried out, and the rights of patients and residents at those facilities.
